Рамкова конвенція про охорону та сталий розвиток Карпат: еколого-правовий аналіз виконання Україною зобов'язань у контексті цілей сталого розвитку.
Анотація
Мета. Здійснення еколого-правового аналізу імплементації положень Рамкової конвенції про охорону та сталий розвиток Карпат Україною, а також в оцінці поточного екологічного стану екосистем Карпатського регіону України відповідно до критеріїв та ефективності виконання вимог, визначених цим міжнародним договором.
Методи. Системний аналіз, SWOT-аналіз, вивизначення індексу інсуляризованості.
Результати. Детальний аналіз виконання Рішень 7-ї Конференції Сторін засвідчив прийняття Карпатської рамкової програми з біорізноманіття, активізацію транскордонної співпраці щодо великих хижаків, інтеграцію кліматичної оцінки ризиків у лісове господарство та просування традиційного скотарства до списку ЮНЕСКО НКС. Шляхом систематизації зобов'язань підтверджена пряма відповідність положень протоколів Карпатської конвенції Цілям сталого розвитку ООН. Згідно з результатами SWOT-аналізу пріоритетні зусилля необхідно концентрувати на міжсекторальній співпраці, впровадженні науково обґрунтованого просторового планування та максимальному використанні позитивного досвіду транскордонних проєктів. Розрахункові показники індексу інсуляризованості ПЗФ підтверджують фрагментацію лісових масивів і порушення екологічних зв’язків, особливо у Чернівецькій області. Аналіз екологічних кейсів підтвердив вплив локальних загроз на виконання Конвенції та засвідчив потенціал співпраці держави, громад та міжнародних партнерів.
Висновки. Рамкова конвенція про охорону та сталий розвиток Карпат є визначальним міжнародним механізмом для інтеграції глобальних зобов’язань (ЦСР ООН) у національну природоохоронну політику. Україна демонструє послідовні кроки у впровадженні Протоколів Карпатської конвенції, має значний потенціал для повної та ефективної імплементації Конвенції шляхом посилення міжсекторальної співпраці та впровадження науково обґрунтованого просторового планування
