Конструкції більшості та меншості у сучасних системах всенародних президентських виборів: порівняльний аналіз

Анотація

Здійснено порівняльний аналіз конструкцій більшості та меншості у контексті різновидів сучасних систем всенародних президентських виборів у різних країнах світу. На підставі розгляду різних варіантів виборчих систем перевірено усталену й інституціоналізовану вимогу про те, що переможець всенародних президентських виборів повинен отримати більшість голосів виборців. Визначено, які виборчі системи у контексті всенародних президентських виборів тяжіють до конструкцій (або моделей) більшості, а які – до конструкцій (або моделей) меншості. Визначено, які виборчі системи ефективніше сприяють реалізації принципу більшості.
