НАСЛІДКИ ВИХОДУ ІРАНУ З ЯДЕРНОЇ УГОДИ ДЛЯ ЄВРОАТЛАНТИЧНОЇ БЕЗПЕКИ
Анотація
Розглянуто обставини виходу Ірану з ядерної угоди або Спільного всебічного плану дій (СВПД), який був підписаний між Іраном та шістьма великими державами у 2015 р. Вказано, що вихід США з СВПД у 2018 році та запровадження ними економічних санкцій проти Ірану стали головними причинами початку поетапного виходу Тегерану з ядерної угоди. Відзначено, що убивства двох відомих іранських діячів на початку та наприкінці 2020 р. – генерала Касема Солеймані та ядерного фізика Мохсена Фахрізаде спровокували Іран на остаточний відхід від положень СВПД і на радикалізацію його ядерної політики.
Проаналізовано наслідки поступового виходу Ірану з ядерної угоди для безпеки євроатлантичних структур. Доведено, що ризики, пов’язані з розвитком іранської ядерної програми, були порівняно незначними упродовж 2019 р., однак почали зростати у 2020 р. і особливо на початку 2021 р. Розглянуто обставини прийняття Іраном рішення про можливе доведення рівня збагачення урану до 20% і про ймовірне обмеження доступу міжнародних інспекторів на іранські ядерні об’єкти. Проаналізовано, наскільки таке рішення Ірану може наблизити цю країну до набуття ядерної зброї і зроблено висновок, що, скоріше за все, попри наявність технічної можливості, Іран не буде найближчим часом приймати політичне рішення про розробку атомної бомби, аби не опинитись у цілковитій ізоляції. Тому ядерний конфлікт з Іраном поки не загрожує євроатлантичній безпеці.
Простежено відмінності у відношенні до іранської ядерної програми між США та їхніми європейськими союзниками по НАТО у період президентства Дональда Трампа. Здійснено оцінку перспектив зміни американської позиції щодо Ірану внаслідок приходу до влади у Вашингтоні адміністрації новообраного президента Джозефа Байдена. Проаналізовано труднощі, з якими США та їхні союзники можуть зіткнутися у процесі переговорів з Іраном за часів президентства Дж. Байдена. Вказано, що впливові в Ірані консервативні елементи можуть затягувати з поверненням Ірану до ядерної угоди з метою виторгувати для себе кращі умови. Зроблено висновок, що на ймовірні провокації з боку Ірану США та їхні союзникам слід реагувати економічними санкціями, а не силовими акціями, які можуть призвести до небезпечної для євроатлантичної безпеки збройної ескалації.
