DISPROPORTIONALITY INDEX UNDER DIFFERENT ELECTORAL SYSTEMS (ON THE EXAMPLE OF ELECTIONS IN KHARKIV CITY COUNCIL)
Abstract
Electoral systems that have been used in elections to the Kharkiv City Council of the 5-7 convocations are analyzed. Emphasis is made on the evidence of the electoral system impact on the election results. The author compares the Ukrainian legislation according to which appropriate elections were held. The dependence of the election results, not only on the use of the electoral system, but also on the possible alternative to choose the «against all» in the ballot paper is indicated. With «Gallagher index» the author compares the level of disproportionality of the Kharkiv City Council of the 5-7 convocations.Downloads
