DORA and FAIR Policy
"The Journal of V.N.Karazin Kharkiv National University. Series History" supports international standards of academic integrity, transparency, and responsible evaluation of scholarly results. In its activities, the editorial office is guided by the principles of the San Francisco Declaration on Research Assessment (DORA) and the FAIR principles (Findable, Accessible, Interoperable, Reusable), which promote openness, reproducibility, and accessibility of scholarly materials.
Policy on Adherence to DORA Principles
The San Francisco Declaration on Research Assessment establishes standards for a responsible, non-discriminatory, and objective approach to the evaluation of scholarly activity.
1. Rejection of journal-based metrics as the primary evaluation criterion
The editorial office does not use the impact factor or other journal-based metrics as indicators of the quality of individual articles.
Decisions on manuscript acceptance are based solely on scholarly merit, originality, methodological transparency, and the quality of argumentation.
2. Priority of content over indicators
Manuscripts are evaluated based on their content rather than the authors’ affiliations, the prestige of institutions, or levels of funding.
The editorial office encourages detailed descriptions of methods, data, and analytical procedures to enable objective evaluation of research.
3. Support for diverse forms of scholarly output
The Journal recognizes the importance not only of full-length articles but also of research data, software code, methodological developments, representative materials, negative results, and replication studies.
All such materials are considered for publication on equal terms, provided they meet the Journal’s editorial requirements.
4. Transparency of the evaluation process
Editorial decisions must be clearly justified.
Double-blind peer review is conducted in accordance with the Journal’s policy and international standards of the Committee on Publication Ethics (COPE).
5. Prevention of conflicts of interest
All decisions undergo independent expert evaluation.
Members of the Editorial Board do not participate in decisions regarding their own manuscripts or those of individuals with whom they have financial, familial, or professional relationships.
Policy on Adherence to FAIR Principles
The FAIR principles aim to ensure the accessibility, reusability, and interoperability of research data and related materials.
1. Findable
Authors must provide complete metadata describing the research.
Data associated with published results should be deposited in repositories that assign persistent identifiers (e.g., DOI).
2. Accessible
Data must be available in an open format or through a clearly described access procedure.
Access to data should not be restricted by artificial barriers. In cases where full openness is not possible (e.g., due to ethical or legal constraints), authors must provide a justified explanation.
3. Interoperable
Data should be presented in standardized formats compatible with international storage and analytical systems.
Authors should ensure the use of widely recognized metadata structures.
4. Reusable
Data and materials must be accompanied by a clear usage license.
Authors must provide sufficient description of the research context, methods, and tools to enable other researchers to reproduce or reuse the data.
Authors’ Responsibilities:
- All authors must adhere to the principles of DORA and FAIR when submitting materials to the Journal.
- Authors are responsible for the accuracy of the data provided and for compliance with ethical and legal requirements.
Editorial Responsibilities:
- The Journal ensures responsible, objective, and non-discriminatory evaluation of manuscripts.
- The processes of peer review, decision-making, and publication are independent of any commercial or institutional influence.
- The editorial office provides technical conditions for the submission and verification of metadata and promotes the proper implementation of FAIR principles.
Policy Violations
In cases of non-compliance with the principles of DORA and FAIR, the Editorial Board may recommend revision of the manuscript or reject it.
