Використання університетами України публічно-приватного партнерства для забезпечення якості вищої освіти
Анотація
У статті досліджено перспективи використання університетами України публічно-приватного партнерства (ППП) як механізму забезпечення якості вищої освіти в умовах воєнного стану та повоєнного відновлення. Теоретичну рамку складають три концепції: модель «потрійної спіралі» Г. Іцковіца, транзакційна теорія фірми О. Вільямсона і О. Харта та концепція знаннєвої економіки Д. Форе з логікою розумної спеціалізації; на цій основі ППП розглядається одночасно як контрактно-правова, управлінська і знаннєво-економічна практика.
Емпірична перевірка здійснена за триступеневою процедурою: нормативно-правовий аналіз Закону № 4510-IX від 19.06.2025 р. у зіставленні з попередньою редакцією Закону № 2404-VI від 01.07.2010 р.; статистичний аналіз динаміки договорів ППП в Україні за 2022–2026 рр. за офіційними даними Міністерства економіки, довкілля та сільського господарства, з паралельним зіставленням із показниками бюджетного фінансування вищої освіти та поширеністю дуальної форми навчання; кейс-аналіз практик співпраці українських закладів вищої освіти з приватним сектором. Встановлено, що попри вдосконалене нормативне поле частка фактично реалізованих договорів ППП знизилася з 16 % станом на 01.01.2022 р. до менш ніж 10 % станом на 01.01.2026 р., а частка проєктів у сфері вищої освіти серед реалізованих залишається нульовою; дуальна форма навчання охоплює близько 0,5 % здобувачів вищої освіти. Запропоновано двонаправлену модель подальшого розвитку ППП у вищій освіті: з боку центру – інституціоналізація прискореної процедури для освітніх проєктів; з боку регіонів – пряме включення класичних університетів до стратегій розумної спеціалізації на програмний період 2027–2034 рр.
На прикладі Харківського національного університету імені В. Н. Каразіна показано перехід класичного університету у прифронтовому регіоні від успадкованої планово-звітної моделі управління до портфельно-проєктної.
