Information For Authors

Whom we invite

The journal accepts original, previously unpublished articles in public administration and governance from Ukrainian and international researchers, doctoral candidates and postgraduate students, and practitioners in the civil service and local self-government. We are particularly interested in research that combines theoretical novelty with practical relevance for Ukraine in the context of war, reconstruction and European integration.

Languages of submission: Ukrainian or English. Publication is free of charge for authors at every stage — there are no submission fees, no peer review fees and no article processing charges. All articles are published open access.

Deadlines and processing times

  • Submission deadlines for the forthcoming issue: 30 April and 30 November each year
  • Compliance and plagiarism screening: 10 days on average
  • Peer review: 30 days on average
  • From acceptance to publication: normally up to 90 days (the journal appears twice a year)

Key manuscript requirements (in brief)

The full requirements, a sample article layout and the technical parameters are set out on the Submission Requirements page. In brief:

  • Main text of at least 20,000 characters including spaces (15 to 40 pages recommended, excluding the reference list and abstracts)
  • Extended abstracts in Ukrainian and English, at least 1,800 characters each, structured as a condensed version of the article
  • Structure: statement of the problem; analysis of recent studies; purpose; methodology and methods; presentation of the main material; conclusions and prospects for further research
  • A reference list of at least entries, predominantly from the past five years, with DOIs where available; at least 20 per cent of sources should be international
  • Direct quotations must not exceed 10 per cent of the main text
  • An ORCID identifier is mandatory for every author
  • Sources from the aggressor state are not included in the reference list
  • Machine translation without subsequent proofreading and editing is not accepted
  • File format: Microsoft Word (*.doc or *.docx); Times New Roman 14 pt, 1.5 line spacing, 2 cm margins

Research integrity and the use of AI tools

All manuscripts are screened for plagiarism before peer review begins. The use of generative artificial intelligence tools is permitted only on the terms set out on the Authorship and AI Tools page: such tools cannot be listed as co-authors, and their use must be disclosed. Authors bear full responsibility for the content of the article, the accuracy of citations and the reliability of the results.

How to submit

Step 3. Complete the five-step submission process in your author dashboard.

Alternatively, a manuscript may be sent by email to apdu_journal_idu@karazin.ua with the subject line “Article for PPPA (author’s surname)”.

Submitting an article to the journal constitutes the author’s agreement with the editorial policy in force, the ethical principles of peer review and editing, the open access policy, and the University’s provisions on copyright and confidentiality.

Grounds for rejection without peer review

An article is rejected without being sent for peer review if it falls outside the scope of the journal or fails to meet at least one of the basic requirements. The author is notified by email within 15 calendar days.
