Діагностика функціональних меж цифрової платформи DREAM у публічному управлінні державними активами України
Анотація
Стаття присвячена діагностиці функціональних меж сучасних механізмів публічного управління державними активами України на прикладі цифрової платформи DREAM (Digital Restoration Ecosystem for Accountable Management) в умовах продовжуваної війни. Головна ідея: систему управління державними активами вибудовує не сама платформа, а її оточення. Гіпотеза: розриви централізованої платформи усуваються не нею, а супутніми інструментами і громадянською участю. Проведено діагностику функціональних меж DREAM як центрального інструмента управління активами в умовах відбудови, що відбувається паралельно з війною. Систематизовано три ділянки, на яких архітектура централізованої платформи природно упирається у свої функціональні межі: розрив у точці входу проєкту в систему – від моменту фіксації пошкодження до структурованої заявки громади, з окремим розглядом проблеми якості техніко-економічних обґрунтувань, які подаються через DREAM, та обмеженої спроможності малих громад готувати такі обґрунтування власними силами; розрив на стороні виходу – між профінансованим проєктом і верифікацією виконаних на ньому робіт; контурний розрив на стику з європейською рамкою цифрової інтероперабельності. Запропоновано двовісну рамку модернізації публічного управління державними активами через цифрову прозорість і безбар’єрність, що поєднує мобілізацію внутрішніх ресурсів суспільства з вимогами європейської інтеграції України. Обґрунтовано тезу про спільну природу виявлених розривів: це межі, на які виходить будь-яка централізована платформа обліку публічних активів у середовищі гетерогенної воєнної економіки. Доведено, що подолання виявлених обмежень потребує не нарощування внутрішнього функціоналу платформи, а формування супутніх цифрових інструментів і партисипативних механізмів довкола неї. У висновках сформульовано перспективи подальших досліджень.
