Управлінська модель розвитку адаптивної спортивно-реабілітаційної інфраструктури для ветеранів у громадах України
Анотація
У статті обґрунтовано управлінську модель розвитку адаптивної спортивно-реабілітаційної інфраструктури для ветеранів у громадах України як методологію публічного управління в умовах війни та повоєнного відновлення України. Виявлено системний розрив між високотехнологічною клінічною реабілітацією у спеціалізованих центрах (Superhumans, Unbroken) і програмою індивідуальної підтримки «Ветеранський спорт» з 1500 грн на квартал на «Дія.Картку»: у громадах за місцем проживання ветеранів відсутній постійний адаптивний спортивно-реабілітаційний контур, що забезпечував би безперервність відновлення після виписки з клініки. Загострення цього розриву на Сході і Півдні України, де концентрація ветеранів максимальна, а спортивна інфраструктура постраждала найбільше (955 пошкоджених об’єктів станом на січень 2026 р., збитки понад 374 млн дол. США), формує обмежувальні умови, які не охоплюються логікою тилових кейсів. Запропонована методологія розгорнута у трьох вимірах: маршрут ветерана у контурі послуг на рівні громади з мінімально достатнім цифровим інструментарієм; матриця розподілу обов’язків з поправкою на воєнний ризик між шістьма джерелами фінансування локального пакета (державний і місцевий бюджети, Мінветеранів через Український ветеранський фонд, «Дія.Картка», міжнародні донори, приватні благодійні фонди); ілюстрація на основі чотирьох регіональних конфігурацій (Запоріжжя, Дніпро, Одеса, Харківщина – Миколаївщина). Методологічна новизна полягає у замиканні існуючого розриву між клінічною реабілітацією і адаптивним спортом на рівні громади за рахунок реальних інституційних і фінансових елементів, без передумов про реформи «з нуля».
