Концептуалізація та механізми цифрового залучення громадян до місцевого розвитку: від електронної участі до контрактно-партисипативних відносин
Анотація
У статті досліджено концептуальні засади та механізми цифрового залучення громадян до місцевого розвитку через призму переходу від традиційних форм електронної участі до контрактно-партисипативних відносин. Систематизовано еволюцію наукових підходів до цифрового залучення громадян від філософських витоків демократичної участі (Дж. Дьюї, Ю. Габермас) до сучасних концепцій цифрового врядування. Обґрунтовано авторське визначення контрактно-партисипативних відносин як формалізованих через цифрові платформи взаємних зобов›язань влади та громадян щодо участі у процесах місцевого розвитку.
Розроблено п›ятивимірну аналітичну модель оцінки механізмів цифрового залучення, що інтегрує технологічний, соціальний, економічний, політичний та правовий виміри з урахуванням кризово-адаптивного компонента. На відміну від існуючих класифікацій e-governance, запропонована типологія враховує специфіку функціонування в умовах воєнного стану, масових переміщень населення та руйнування традиційної інфраструктури.
Проаналізовано міжнародний досвід платформ Decidim (Барселона), Decide Madrid, vTaiwan та український кейс платформи Дія, що обслуговує понад 19 мільйонів користувачів. Виявлено, що гібридні моделі, які поєднують технологічні інновації приватного сектору з демократичними гарантіями державних інституцій, демонструють найвищу ефективність. Український досвід засвідчив можливість успішної адаптації цифрових систем до екстремальних викликів воєнного стану через швидке розгортання нових сервісів, хмарні технології та децентралізацію даних.
Визначено детермінанти ефективності механізмів цифрового залучення в українському контексті: технологічна адаптивність, інклюзивність, довіра громадян, економічна доцільність та стійкість до кризових викликів. Обґрунтовано перспективи інтеграції технологій блокчейн, штучного інтелекту та Web 4.0 для створення нових форм демократичної участі на місцевому рівні.
