Концептуальна рамка для публічного управління соціально-економічними системами: від інструментального до субстанціонального розуміння цифрової трансформації
Анотація
У статті досліджується феномен цифрової трансформації соціально-економічної системи як об›єкта публічного управління через перехід від інструментального до субстанціонального розуміння ролі цифрових технологій. На основі міждисциплінарного підходу систематизовано теоретико-методологічні концепції цифрової трансформації та виявлено її сім фундаментальних властивостей: трансверсальність, рекурсивність, емерджентність, акселеративність, когнітивно-трансформаційний потенціал, інституційну реконфігуративність та онтологічну гібридність. Ці властивості формують методологічну основу для нового розуміння цифрової трансформації, де технології розглядаються не як зовнішні інструменти оптимізації, а як конститутивні елементи нової інституційної реальності. Розроблено матрицю впливу цифрової трансформації на компоненти соціально-економічної системи, яка структурує характер змін, механізми впливу та результуючі ефекти для економічної, соціальної, політико-адміністративної, інноваційної та інформаційної підсистем. Проаналізовано трансформацію інструментів публічного управління цифровізацією – від електронного уряду до моделі цифрової державності з фокусом на цифрову резильєнтність та платформні підходи. На основі аналізу реальних кейсів цифрової модернізації публічного сектору в різних країнах світу підтверджено, що ефективне публічне управління цифровою трансформацією потребує комплексного підходу, який враховує системну природу трансформаційних процесів. Доведено, що транзитивна модель цифрової державності формує методологічне підґрунтя для проактивного реагування на виклики цифрової епохи через вертикальну інтеграцію систем штучного інтелекту та розподілених реєстрів у механізми стратегічного планування та інституційної адаптації.
