Спортивна інфраструктура в епоху глобальних трансформацій: переосмислення підходів до публічного управління в умовах множинних ризиків
Анотація
Стаття присвячена актуальній проблемі публічного управління спортивною інфраструктурою в епоху глобальних змін. Автор аналізує вплив технологічних, соціальних, геополітичних і ціннісних трансформацій на стан, функції та вимоги до спортивних об’єктів. Відзначається зростання очікувань населення щодо якості і функціональності інфраструктури, загострення конкуренції між країнами за престижні спортивні події, посилення ролі приватного сектору у фінансуванні галузі. Водночас традиційні підходи до управління демонструють неадекватність через надмірні бюджетні витрати, брак прозорості, вразливість до безпекових загроз. У статті систематизовано ключові виклики для України: руйнування інфраструктури внаслідок російської агресії, корупційні ризики, висока вартість утримання об’єктів, руйнування від впливів гібридних загроз. Наголошується на потребі розробки цілісної Стратегії розвитку галузі на засадах прозорості, інклюзивності, стійкості. Серед пріоритетних напрямків модернізації: впровадження «зелених» технологій, гнучких архітектурних рішень, моделей ДПП, цифрових платформ безпеки, механізмів громадського контролю. Перспективним є також застосування підходів протиаварійної інженерії і військової логістики при відбудові зруйнованих об’єктів. Автор доходить висновку, що системне впровадження світових практик здатне перетворити українську спортивну інфраструктуру з пострадянського тягаря на драйвер розвитку нації.
Але головна умова успіху: зміна управлінської філософії на користь створення суспільної цінності, співпраці стейкхолдерів і активного формування екосистеми сталого розвитку галузі.
