Трансформація системи публічних закупівель і фінансів в умовах цифровізації: у чому ризики і шанси для економічного відновлення України під час війни?
Анотація
Стаття присвячена комплексному аналізу трансформації системи публічних закупівель України в умовах цифровізації та повоєнного відновлення. Мета дослідження полягає в обґрунтуванні потенціалу цифрової платформи ProZorro як інструменту забезпечення прозорості, ефективності та підзвітності використання бюджетних коштів в контексті економічного відновлення України. Автор простежує еволюцію вітчизняної системи публічних закупівель, відзначаючи суттєвий прогрес у подоланні історичних проблем непрозорості, корупції та неефективності завдяки впровадженню інноваційного рішення ProZorro. Водночас, у статті виявлено нові виклики, пов’язані з адаптацією системи до надзвичайних умов воєнного стану, зокрема ризики обмеження конкуренції через зростання частки неконкурентних процедур.
На основі аналізу функціонування ProZorro під час війни, автор розкриває потенціал платформи як інструменту ефективної інтеграції та моніторингу використання міжнародної допомоги для цілей відбудови України. Особлива увага приділяється перспективам залучення вітчизняного малого та середнього бізнесу до публічних закупівель через систему ProZorro, що може стати потужним драйвером економічного відновлення регіонів. У статті наголошується на необхідності синергії ProZorro з передовими цифровими технологіями, такими як блокчейн, BIM-моделювання та смарт-контракти, які здатні забезпечити безпрецедентний рівень автоматизації, безпеки та прозорості закупівельних процесів. Разом з тим, автор обґрунтовує потребу в комплексному та системному підході до трансформації екосистеми публічних закупівель, який би поєднував технологічні інновації з удосконаленням нормативно-правової бази, розвитком компетенцій користувачів та розширенням форматів співпраці держави з бізнесом і громадськістю. У висновках підкреслюється, що лише за умови послідовної цифровізації всіх етапів закупівель, інтеграції з іншими компонентами електронного урядування та розбудови простору довіри між стейкхолдерами, ProZorro зможе стати надійним фундаментом для справедливого та сталого економічного відновлення України.
