Публічно-приватне партнерство як механізм залучення кадрових ресурсів при відбудові спортивної інфраструктури в післявоєнній Україні
Анотація
У статті досліджується проблема кадрового забезпечення відновлення зруйнованих війною спортивних об’єктів шляхом використання моделей ППП. Автори відзначають загострення довоєнного дефіциту кваліфікованих кадрів в галузі та зростаючі вимоги цифрової трансформації, що актуалізує пошук інноваційних форм взаємодії держави, бізнесу й освіти. Огляд літератури виявив фрагментарність досліджень кадрових аспектів ППП, особливо в контексті післявоєнної відбудови. Водночас цікавим є досвід США щодо стратегічного залучення іноземних фахівців для розвитку критичних галузей. Результати дослідження виявляють ключові фактори ефективності публічно-приватного партнерства для залучення кадрових ресурсів у процесі відбудови спортивної інфраструктури в умовах післявоєнної трансформації. Увагу приділено використанню цифрових технологій для оптимізації співпраці між державними та приватними учасниками проектів. Спираючись на провідні світові практики, автори пропонують концептуальну модель «Стратегічного партнерства для сталого відновлення». Вона передбачає вибірковість проєктів, залучення досвідчених міжнародних операторів, інтеграцію цілей сталого розвитку та інклюзії в контракти, гнучкі механізми розподілу ризиків та цільові програми працевлаштування вразливих груп. Обґрунтовано базові сценарії розвитку ППП з фокусом на формування внутрішнього кадрового потенціалу через навчання, професійний розвиток та дуальну освіту. Запропоновано створення галузевих кадрових консорціумів для координації різнопланових ініціатив. Стаття містить цінні теоретичні узагальнення та практичні рекомендації щодо розкриття кадрового потенціалу ППП як драйвера інноваційного відродження спортивної інфраструктури України в повоєнний період.
