Pressing Problems of Public Administration (Ukrainian: Актуальні проблеми державного управління) is a peer-reviewed open access scholarly journal in the field of public administration and governance. It is founded and published by V. N. Karazin Kharkiv National University (Educational and Research Institute “Institute of Public Administration”).

Status of the journal

By Order of the Ministry of Education and Science of Ukraine No. 928 of 11 June 2026, the journal is included in the List of Scientific Professional Publications of Ukraine, Category “B”, cluster “Economic Transformations, Business and Administration” (position No. 94, Annex 13), for the period 2026–2029. The journal has been on the List since 2005.

Media identifier in the Register of Media Entities: R40-06755 (Decision No. 2802 of 18 December 2025 of the National Council of Television and Radio Broadcasting of Ukraine, Minutes No. 28).

Scope

The journal publishes original research across seven sections:

Theory and History of Public Administration
Mechanisms of Public Administration
Regional Administration and Local Government
Political and Legal Basis for Public Administration
Public Service: Aspects and Practices
World Experience of Public Administration
Social and Humanitarian Policy

Editorial priorities include: the methodology of public administration; new instruments of governance; long-term governance trends and responses to global challenges; the digitalisation of democracy and of public services; local self-government and governance under wartime and reconstruction conditions; and the capacity of the state to modernise.

Intended readership

Researchers and university teachers; civil servants and local government officials; doctoral candidates and postgraduate students; analysts working with civil society organisations and international projects; and anyone studying or practising public administration.

All articles are free to read, download, print and share, with no embargo period, no registration and no subscription, from the moment the issue is published. Full texts are available as PDF files in the Archives section.
