Специфікація як механізм забезпечення якості послуги психологічного відновлення військовослужбовців у публічному управлінні
Анотація
Стаття присвячена науковому обґрунтуванню структури, змісту та ключових проєктних рішень Специфікації послуги психологічного відновлення військовослужбовців, розробленої авторами у рамках підготовки пілотного експерименту із закупівлі відповідних послуг за бюджетні кошти за участю Міністерства оборони України. Емпіричною основою дослідження є два нормативних документи: проєкт Постанови Кабінету Міністрів України «Про реалізацію експериментального проєкту щодо вдосконалення системи психологічного відновлення військовослужбовців» разом із Порядком реалізації та проєкт Специфікації послуги психологічного відновлення. Методологічну основу складають модель «структура – процес – результат» А. Донабедіана, теорія «принципал – агент» та концепція knowledge translation І. Грема. Проаналізовано місце Специфікації у нормативній вертикалі пілотного експерименту (постанова → порядок → специфікація → індивідуальний план) та обґрунтовано її потрійну функцію: стандарту якості, інструменту подолання інформаційної асиметрії між замовником і надавачем та «перекладача» доказових клінічних рекомендацій у закупівельні вимоги. Проведено порівняльний аналіз із міжнародними аналогами (Performance Work Statement системи VA/DoD США, NATO AMedP-8.6, NHS England service specifications, канадська модель OSI Clinics, Quality Assurance Policy Міноборони Ізраїлю). Ідентифіковано три оригінальних проєктних рішення, що не мають прямих аналогів: конструкцію «відкритого переліку з доказовим порогом» для психотерапевтичних методів, включення зовнішньої супервізії з подвійною функцією та деталізовані інфраструктурні вимоги з урахуванням специфіки воєнного стану. Обґрунтовано три ключових «точки перекладу» доказових стандартів у закупівельні вимоги: формування переліку методів, побудову системи оцінювання та нормування складу мультидисциплінарної команди.
