ОСОБЛИВОСТІ ТА ПРОБЛЕМИ СОЦІАЛЬНОЇ ПОЛІТИКИ УКРАЇНИ В УМОВАХ СУЧАСНИХ ВИКЛИКІВ
Анотація
Метою даної статті є дослідження особливостей та проблем у реалізації національної соціальної політики у констексті сучасних соціально-економічних викликів. Виходячи із мети дослідження, у статті обгрунтовано зміну пріоритетів державної політики в умовах воєнних дій. Проведено порівняння нормативів бюджетного фінансування соціальної політики в Україні та ЄС за такими її складовими як освіта, охорона здоров’я, соціальний захист та соціальне забезпечення, духовний та фізичний розвиток. Виявлено пріоритети соціальної політики на основі аналізу динаміки та структури соціальних виплат у розрізі категорійних, та адресних соціальних допомог, а також пільг. Визначено розподіл одержувачів соціальних виплат за основними напрямами їх підтримки. Доведено низьку ефективність національної соціальної політики на основі аналізу середнього розміру соціальних виплат та їх відповідності прожитковому мінімуму і рівню інфляції, а також порівняння законодавчо визначеного та фактичного прожиткового мінімуму.
