ФІНАНСОВІ МЕХАНІЗМИ ДЕВЕЛОПМЕНТУ В СИСТЕМІ ПІСЛЯВОЄННОЇ РЕКОНСТРУКЦІЇ УКРАЇНИ
Анотація
Статтю присвячено дослідженню фінансових механізмів девелопменту в системі післявоєнної реконструкції України в умовах глибоких структурних, інституційних та інфраструктурних трансформацій. Обґрунтовано роль девелопменту як одного з ключових драйверів економічного відродження, здатного забезпечити мультиплікативний ефект для суміжних галузей, стимулювати інвестиційну активність та сприяти модернізації територій. Розглянуто фінансові інструменти відбудови житлової та критичної інфраструктури, зокрема бюджетне фінансування, міжнародну донорську допомогу, кредити міжнародних фінансових організацій і механізми державно-приватного партнерства. Особливу увагу приділено залученню іноземних інвестицій як джерела довгострокового капіталу, а також ролі страхування воєнних ризиків і грантових програм у зниженні інвестиційної невизначеності. У статті проаналізовано концепцію розвитку сучасних міст у форматі «smart rebuilding», що передбачає впровадження енергоефективних технологій, цифрових рішень, стійких транспортних систем та змішаних функціональних форматів забудови. Досліджено фінансові аспекти відновлення промисловості та логістики через створення індустріальних парків, логістичних хабів і об’єктів для релокації бізнесу з урахуванням воєнно-ризикового середовища. Окремо розкрито соціально важливі функції девелопменту, зокрема відбудову об’єктів соціальної інфраструктури, забезпечення житлом внутрішньо переміщених осіб та формування адаптивних просторів для реабілітації військових. Зроблено висновок, що інтеграція фінансових механізмів девелопменту у стратегію післявоєнної реконструкції здатна забезпечити стійке економічне зростання, підвищення якості життя населення та посилення фінансової спроможності держави.
