Анотація

У статті досліджено особливості реалізації проєктів державно-приватного партнерства (ДПП) як сучасного механізму взаємодії державного та приватного секторів. Розкрито теоретичні аспекти ДПП, включаючи його сутність, цілі та форми, з акцентом на можливості ефективного використання спільних ресурсів. Проведено аналіз основних моделей ДПП, що застосовуються у світовій практиці, з метою їх адаптації до умов України.

Автором розглянуто ключові етапи реалізації проєктів ДПП, зокрема: визначення цілей і завдань, підготовка проєктної документації, пошук інвесторів, укладання договорів та моніторинг виконання зобов’язань. Особливу увагу приділено ролі нормативно-правового забезпечення у створенні сприятливого інституційного середовища для розвитку партнерства.

Визначено основні переваги впровадження ДПП, серед яких залучення приватних інвестицій у стратегічні галузі, покращення якості послуг, зменшення навантаження на державний бюджет. Водночас акцентовано на ризиках, пов’язаних із реалізацією таких проєктів: можливі конфлікти інтересів, недосконалість законодавчої бази, обмеженість фінансових і технічних ресурсів приватного сектору.

У статті представлено рекомендації щодо вдосконалення механізмів реалізації ДПП в Україні з урахуванням міжнародного досвіду. Запропоновано шляхи підвищення ефективності державно-приватної взаємодії через удосконалення процедур конкурсного відбору, посилення контролю за виконанням проєктів та розширення сфер застосування партнерства.

Результати дослідження спрямовані на розробку дієвих підходів до розвитку державно-приватного партнерства як інструменту забезпечення сталого економічного зростання, покращення інфраструктури та підвищення якості життя населення.
