Антикризова функція: інноваційний розвиток та конкурентоспроможність
Анотація
У статті розглядається інноваційний розвиток економіки через забезпечення витрат на науково-дослідні і дослідно-конструкторські роботи (НДДКР) на рівні встановлених міжнародних стандартів. Інноваційний розвиток в свою чергу обґрунтовує зміцнення конкурентоспроможності національної економіки. У статті використовувалися дані Індексу інноваційного розвитку, Індексу НДДКР, а також Індексу міжнародної конкурентоспроможності, надані спеціалізованими міжнародними фінансовими інститутами і організаціями. На підставі цих даних були проаналізовані деякі показники за період 2010-2018 рр. Крім того, описується шляхи запобігання економічних криз за рахунок інноваційного розвитку економіки і обґрунтовується здійснення менших витрат при реалізації антикризових програм, пов’язаних з інноваційним розвитком. Зокрема, були проаналізовані кошти, витрачені деякими країнами в рамках антикризової програми світової економічного-фінансової кризи 2008 р. Ці кошти були співставні із коштами, витраченими на інноваційний розвиток економіки цих країн. В результаті з’ясувалося, що витрати на антикризові програми коштують у кілька разів дорожче, ніж на інноваційний розвиток. Також, показано зв’язок між міжнародними індексами інноваційного розвитку, витрат на НДДКР і конкурентоспроможності. Наведено аналіз провідної десятки країн за цими трьома індексами. В результаті цього аналізу систематично вивчалися сильні і слабкі сторони країн з найвищими результатами по всіх трьох показниках. В кінці статті наводяться наукові висновки і практичні рекомендації, засновані на аналізі чинників, які відіграли ключову роль в успіху країн, що зайняли верхні позиції за трьома показниками, і аспектів, які ще не використовуються повною мірою. За рахунок прискореного розвитку країни, реалізації корінних реформ в економіці необхідно створити інноваційні технопарки в регіонах, а також з метою подальшого інноваційного розвитку необхідне формування інноваційних інкубаторів.
