Державне регулювання зайнятості населення Республіки Білорусь на засадах безперервної освіти
Анотація
У статті розглянуті питання, пов’язані з оцінкою ефективності державного регулювання зайнятості
населення в Республіці Білорусь в умовах розвитку економіки інноваційного типу. Метою даного дослідження є оцінка заходів державного регулювання рівня зайнятості економічно активного населення у Республіці Білорусь на підставі використання різноманітних форм безперервної освіти. Оцінено стан ринку праці країни, що характеризується наявністю структурного безробіття і незначними обсягами інвестицій, які спрямовуються суб’єктами господарювання на розвиток людського капіталу, з метою зниження її рівня. Розглянуто основні законодавчі акти, що регулюють порядок здійснення безперервної освіти різних категорій персоналу в організаціях країни. Сформульовано поняття «конкурентоспроможність людини на ринку праці» та конкурентоспроможність наймача на ринку праці» з урахуванням компетентнісного підходу, який передбачає формування компетенцій і кваліфікацій у процесі безперервного навчання, які забезпечують необхідну ступінь мобільності працівника на ринку праці. Розглянуто особливості державного регулювання прихованого безробіття в суб’єктах господарювання Республіки Білорусь через їх стимулювання до організації безперервного навчання працівників. Оцінено організаційно-правові засади взаємодії територіальних представництв Державної служби зайнятості, наймачів і працівників, вивільнених (знаходяться під загрозою звільнення) при організації безперервної освіти з метою підвищення конкурентоспроможності та мобільності на ринку праці. Розроблено рекомендації для служб управління персоналом організацій, пов’язані з використанням різних форм його безперервного навчання в процесі оптимізації штатної чисельності працівників коротко- і середньостроковому періоді в межах чинного законодавства країни.
