 Aims and Scope

The Journal publishes articles on a wide range of philosophical problems, in particular on the history of philosophy, social philosophy, philosophical anthropology, philosophy of law, ethics, philosophy of science, gnoseology, ontology, logic, hermeneutics, religious studies, philosophy of education, cultural studies, etc.

Preference is given to original articles, in which new ideas are advanced, as well as generalization of the experience of setting and solving modern problems in Ukrainian and foreign studies. The journal publishes materials that give critical reviews of the achievements of modern philosophical thought, as well as reviews of scientific and methodical publications in the field of philosophical disciplines.

The goal of the Journal is to cover new original philosophical ideas, to critically examine the history of European and world thinking, to generalize the experience of setting and solving theoretical and practical problems in Ukrainian and foreign philosophical studies, and to display methodological searches within modern philosophy.

The mission of the Journal is to contribute to the development of a wide range of modern research approaches in the field of philosophical disciplines. We are striving to actively introduce these approaches into practice, which should promote the establishment of high standards of university teaching of philosophical disciplines on the basis of the achievements of modern philosophical knowledge. The Journal seeks to take an active part in the formation of a common philosophical field within the Ukrainian academic space, as well as to present the results of Ukrainian philosophical searches in the international arena.

The Journal is recommended for teachers of philosophical and cultural disciplines, researchers, graduate students, students and anyone who is interested in the philosophical problems of our time.

Frequency: semiannually (June/December).

Open Access Policy

This Journal practices a policy of immediate open access to published content, supporting the principles of the free dissemination of scientific information (Open Access) and the global exchange of knowledge for the sake of general social progress. Our journal also joined I4OC (Initiative for Open Citations) and I4OA (The Initiative for Open Abstracts) by using appropriate services of Crossref.

Relationships between authors, editors and reviewers in our journal are based on academic benevolence, the objectivity of ratings and priority of scientific quality. We are following the principles of Code of Conduct for Editors as defined by the Committee of Publication Ethics (COPE), in particular

Manuscripts shall be evaluated for their scientific quality, regardless of the author’s race, ethnicity, gender, sexual orientation, religion, nationality or political opinions.

ELIMINATION OF THE PLAGIARISM

Our Journal rejects any material that breaks legal requirements regarding plagiarism!

According to the standards of the prevention and detection of academic plagiarism in the scientific and educational papers of employees and candidates for higher education of the V. N. Karazin Kharkiv National University, before submitting the current issue of the Journal to the academic council of the faculty, the editorial board should check all papers accepted for publication. After this, an official conclusion should be prepared about the absence of plagiarism in this issue of the Journal. This conclusion must be signed by the Editor-in-chief.

Variations of plagiarism are:

  • copying and publication of papers by other authors;
  • verbatim copying of fragments of the text (from a phrase to a set of sentences) from someone else's paper without proper references;
  • making minor corrections to the copied material (a reformulation of sentences, changing the order of words in them, etc.) without proper quoting;
  • excessive use of paraphrases. Paraphrase is a retelling of other people's thoughts, ideas, or text in your own words. The essence of the paraphrase consists in the replacement of words (signs), phraseological units or sentences in the use of any author's scientific paper (stored on electronic or paper media, including posted on the Internet).

Plagiarism after publication

If plagiarism is detected after publication, the Journal will conduct an investigation. If plagiarism is found, the journal editorial office will contact the author's institute and funding agencies. The paper containing the plagiarism will be marked on each page of the PDF. Depending on the extent of the plagiarism, the paper may also be formally retracted.

Recommendations for avoiding plagiarism

  • Use quotation marks around words taken verbatim from a source
  • Change no part of quotation within the context of the sentence
  • Use single marks for a quotation within a quotation
  • Use ellipses (a space and three periods) for a part of the quotation omitted.
  • Use brackets around added words
  • Limit the use of direct quotes
  • Attempt to paraphrase the information, or summarize the information derived from a variety of sources using own words

Authors are responsible for obtaining copyright permission for reproducing illustrations, tables, figures taken from other authors and/or source. Permission must be placed at the foot of each figure.

The presence of plagiarism in the submitted materials can be checked with the help of the appropriate software (Advego Plagiatus, Etxt) and some web-services (like Plagiarism Detector and Grammarly).

The main systems for detecting plagiarism are Unicheck.com and Strikeplagiarism.com.

EDITORS RESPONSIBILITIES

The Editor-in-chief shall be guided by the policies of the journal's editorial board and consults with other editors or reviewers about the decision to publish.

Editors

  • have full authority to reject or accept the article, guided by objective scientific criteria and the conclusions of reviewers;
  • guarantee the quality of materials that they publish or approve for publication;
  • contribute to the correction of errors found or reject materials in the event that such correction is impossible for one reason or another;
  • should identify any conflicts of interest;
  • should ensure the confidentiality of information relating to submitted manuscripts;
  • undertake to defend the freedom of scientific expression;
  • should provide anonymity of reviewers.

If editors have suspicions about the authenticity, originality or ethical correctness of submitted paper, its publication is postponed until all doubts are eliminated. Unpublished materials disclosed in a submitted manuscript must not be used in an editor's own research without the express written consent of the author.

AUTHORS RESPONSIBILITIES

Authors must:

  • ensure that they have written truly original works;
  • have significant contribution to the research (if a paper has several authors);
  • guarantee obtained permission for use of copyrighted materials;
  • certify that the manuscript has not previously been published elsewhere and is not currently being considered for publication elsewhere;
  • identify all sources used in the creation of their manuscript;
  • disclose in their manuscript any substantive conflict of interest that might be construed to influence the assessment of their manuscript.

Information obtained by authors privately, as in conversation, correspondence, or discussion with third parties, must not be used or reported without explicit, written permission from the source. By submitting an article to the editorial board, the authors agree that (in the case of publication in the paper version of the Journal) their text will be automatically published in the online version of the Journal (under open access).

REVIEWERS RESPONSIBILITIES

Reviewers must:

  • notify Editorial staff of any conflicts of interests that may determine their findings;
  • protect the confidentiality of information relating to the manuscript;
  • be objective and constructive in their reviews.

Unpublished materials disclosed in a submitted manuscript must not be used in an reviewers' own research without the express written consent of the author.

Peer Review Process

Basic Rules

  • The Editorial board makes a decision on paper publication after the prepublication peer review procedure.
  • Correspondence of the papers with the scientific specialization of the journal shall be determined by the Editor-in-chief (or Deputy Chief Editor) who appoints for each article one (sometimes two or three) reviewer among leading Ukrainian or foreign specialists.
  • The author and reviewer should in no case be affiliated with the same institution! Responsibility for the implementation of this requirement rests with the Editor-in-Chief and Deputy Chief Editor.
  • In our Journal we use double-blind peer review: reviewers are unaware of the identity of the authors, and authors are also unaware of the identity of reviewers. There are at least ten or more reviewers for the total number of articles in each issue. Members of the editorial board can also participate in the process of selecting reviewers or in the article review process in individual cases (at the request of the Editor-in-chief or Deputy Chief Editor).
  • Duration of review – up to two months.
  • Editor-in-chief and Deputy Chief Editor never disclose the names of reviewers.
  • Editor-in-chief and Deputy Chief Editor have the right to add the own comments to the expert remarks.
  • The Editorial board, in some cases, has the right to disagree with the decision of the reviewers, if there is a good reason for this.
  • If the evaluation of the reviewers on some articles diverging, the Editorial board takes a special decision: to accept/reject those articles or to assign new reviewers.
  • Rejected papers may not be considered again. The Editorial board not discussing with authors about the reasons of manuscript rejection.

Review procedure

  1. After receiving the manuscript, the editorial board within two days informs the author about acceptance of his article for consideration.
  2. The Editor-in-chief (or Deputy Chief Editor) sends manuscripts to reviewers and receives text reviews from them.
  3. The Editor-in-chief (or Deputy Chief Editor) makes a list of reviewers’ remarks and sends it to the author.
  4. The revised paper shall be submitted for consideration of the previous experts. Reconsideration of the paper lasts up to two months.
  5. If the conclusions of the reviewers are positive, this is one of the key reasons to accept the paper for publication.
  6. If the paper is rejected, the editorial office informs the author by e-mail about the reasons for the refusal.

Guidelines for Reviewers

The following data must be presented in the review:

  • evaluation of originality and scientific novelty of the paper;
  • estimation of the correctness of quoting;
  • assessment of the correspondence between the paper content and the title;
  • conclusion about whether the author takes into account modern publications in the field of philosophical problem to which the paper is devoted;
  • final conclusion on whether the paper is accepted for publication, needs follow-up revision or is rejected;
  • description (if any) of those manuscript deficiencies that are not the subject of scientific discussion and must be corrected by the author.

Approximate Structure of the Review

1. General characteristics of the content:

  • relevance of the topic;
  • novelty;
  • methodological specificity;
  • clarity and unambiguity of conclusions, their adequacy to the main goals of the paper.

2. The quality of the article:

  • availability of the paper's scientific apparatus (abstract, bibliography, reference system, etc.);
  • awareness of the author (authors) about the current state of the issue in the area under study (references to new periodic and thematic literature, etc.).

3. Remarks on the peculiarities of the article text.

4. The general conclusion.

5. Recommendations:

  • to publish the paper in the presented form;
  • to finalize the paper taking into account the comments (general or specific);
  • inadvisability (impossibility) of publication of the presented paper.

6. Surname, initials, position, scientific degree, scholarly title of reviewer.

7. Date of signing the review.

Retraction of publications

General Provisions 

1. The scientific article text recall from a publication (retraction) is a mechanism for correcting the published information and warning readers about the matter that a published scientific article contains serious faults or erroneous data that cannot be trusted. The inaccuracy of the data can result from both a conscientious delusion and deliberate violations. 

2. Retracement is also used to warn readers about instances of publications duplication (when authors submit the same data in several publications), plagiarism, and interest conflicts concealment that could affect the interpretation of the data or recommendations for their use.

3. The main goal of retraction is the correction of the published information and ensuring its integrity, but not the punishment of authors who committed violations.

Reasons and grounds for recalling an article

The grounds for recalling the article are violation of ethical principles of the journal.

The reasons for the recalling of the article include:

  • The presence of undue borrowings in a significant amount;
  • Duplication of the article in several editions;
  • Detection in the paper of fabrications or falsifications (for example, juggling research data);
  • Detection of serious mistakes in the paper (for example, results misinterpretation), which casts doubt on the scientific value of the material;
  • Incorrect authors composition (There being included the persons who do not meet the criteria of authorship or there is no one who is worthy to be considered as an author);
  • The conflict of interests (and other violations of the publication ethics) is hidden;
  • Re-publication of the article without the consent of the author;
  • Other violations of the ethical principles of the journal.

The grounds for the recalling of the article are:

  • The author's appeal for the article recalling;
  • Decision of the journal’s editor-in-chief.

The procedure for recalling an article

1. The decision for recalling the article is made by the editorial board of the journal on the recommendation of the journal’s editor-in-chief, containing information on the existence of an excuse for recalling the article specified by these rules. The decision to recall the article is made taking into account the author's response to the article, which justifies his/her position on the issue of recalling the article, upon receipt of this response.

2. If the author/team of authors find it necessary to recall the article, they appeal to the editorial office, explaining the reason for their decision reasonably. The editorial board responds to the authors and, if there are grounds for retraction, it independently retracts the text of the article.

3. If the editorial board decides to recall the article text on the basis of its expertise or the information received, the author(s) are informed of this and asked his/her opinion on the submission validity of the editor-in-chief on the article recalling. If the author/team ignores the editorial request, the editorial board has the right to apply to the Council for the Ethics of Scientific Publications and (or) to recall the publication without taking into account the author's opinion.

4. The decision to recall an article is made out in the minutes of the meeting of the journal’s Editorial Board.

5. By deciding to recall the article, the editorial board indicates the reason for the retraction (in case of detection of plagiarism - with reference to sources of borrowing), as well as the date of retraction. The article and the article description remain on the journal’s website as part of the corresponding issue of the journal, but the electronic version of the text is inscribed with the inscription "RETRACTED" and the date of retraction, the same note is placed in the article and in the table of contents of the issue.

6. The journal’s editor-in-chief sends the minutes of the meeting of the journal’s Editorial Board to the Council for the Ethics of Scientific Publications  and the database of scientific information, which indicates the date of the meeting, the composition of the meeting, the results of the examination, an informed decision and the completed form:

  • Author's name and title of the article
  • The title of the publication from which the text is recalled
  • The initiator of the article's review
  • Grounds for recalling the article and the date of the decision
  • Link to the page on the website of the publication, on which information is given on the retraction
  • The output of the article and the DOI (if any)
  • Theme of the article

7. The author (the lead author in the case of collective authorship) is sent the minutes of the meeting of the journal’s Editorial Board with a formulation that justifies the reason for the article's recalling.

8. The journal’s editorial board, along with the decision to recall the article, may decide to impose a ban on the adoption of articles from the author of a retracted article for a certain period of time.

9. On the retraction of the article information is posted on the journal's website on the Internet.

Open Journal Systems supports the LOCKSS (Lots of Copies Keep Stuff Safe) system to ensure a secure and permanent archive for journal content. The LOCKSS Program is an open-source, based at Stanford University Libraries. It provides libraries and publishers open source digital preservation tools to preserve and provide access to persistent and authoritative digital content.
