TO THE PROBLEM OF CREATING A REGIONAL SUBMODEL FOR THE SOCIAL PROTECTION OF CHILDHOOD

Abstract

The article is devoted to an actual problem - the creation of a regional model (submodels) child welfare. National laws of social orientation and their compliance with international standards are analyzed. Expansion of public social protection management framework is considered as one of the most important ways to improve social protection. Scientific works and publications Ukrainian scientists on the problems of child protection are analyzed, attention is focused on the shortcomings and problems of regional system of social protection of children. Particular attention is paid to the processes of decentralization of social control spheres, in particular through the transfer of all powers and functions of local governments. Non-governmental organizations are seen as a means of controlling the mechanism of the state, and their cooperation with the state authorities on the principles of social partnership as a promising way to improve the organization and funding of security management sphere of children. Much attention is paid to the assessment of charitable organizations as an active subject of public administration management. Delegating this level of a certain circle in the implementation of social work and social services authority offered. The attention is focused on the prospects for the creation of the Institute of prefects in Ukraine and their importance in the regional sub-model of social protection of children. The possibilities and prospects of creating a regional institution of the Ombudsman, its value, the powers and functions are investigated. Ways to improve the social protection of the child control at the regional level are investigated. Own vision of ways of reforming the social sphere is offered. The attention is focused on the European model of social protection, which gradually develops in Ukraine.
