The International Civil Service: from its Origins to the Present

Abstract

the article is devoted to the formation and development of international civil service from the late XIX – the beginning of XX century to the establishment of the United Nations. Certain provisions of legal acts of the international organizations in this area are analyzed. Particular attention is paid to the concept of international civil service developed within the framework of the League of Nations, as well as to the influential personality and activity of its first Secretary- General. Relevant conclusions are made.
