Анотація

статтю присвячено дослідженню становлення і розвитку міжнародної цивільної служби від кінця ХІХ – початку ХХ ст. до створення ООН. Проаналізовано відповідні положення правових актів міжнародних організацій у цій сфері. Особливу увагу приділено концепції міжнародної цивільної служби, яка склалася в рамках Ліги Націй, а також впливовій особистості і діяльності її першого Генерального Секретаря. Зроблено відповідні висновки.
