Студентський голос у процесах реорганізації закладів вищої освіти в Україні
Анотація
У статті досліджується участь студентів у процесах реорганізації закладів вищої освіти (ЗВО) в Україні, яка, попри нормативні гарантії, залишається переважно формальною або символічною. Проблема недостатньої інституціоналізації студентського голосу набуває особливої актуальності на тлі масштабної реструктуризації мережі ЗВО в Україні. У роботі застосовано метод кейс-аналізу прикладів реорганізацій ЗВО України з використанням контент-аналізу документів, інтерв’ю, спостережень, фокус-груп та аналізу публічного дискурсу. Результати показали, що більшість процесів реорганізації здійснюється без змістовного залучення студентської спільноти, що породжує ризики протестної мобілізації, втрати академічної ідентичності та зниження якості комунікації між стейкхолдерами. У деяких випадках студентські ініціативи мали вирішальний вплив на перебіг процесу та його наслідки. Переважно практика свідчать про те, що студенти здебільше виступають не як рівноправні учасники реорганізацій, а як пасивні об’єкти змін. Зазначене входить у протиріччя із декларованими у законах України та виступах керівництва МОН України принципами та підходами сучасного врядування в сфері освіти (партисипативність, прозорість, підзвітність, верховенство права, орієнтація на консенсус, справедливість та інклюзивність, результативність та ефективність). Виявлено, що обмеженість або відсутність механізмів ефективної участі студентської спільноти негативно позначається на сприйнятті легітимності змін, генерує протестні настрої та посилює недовіру до адміністративних процедур з боку органів публічної влади та керівництва ЗВО. На основі аналізу запропоновано концептуальну модель студентоцентричної реорганізації ЗВО, яка передбачає активну участь студентів у стратегічному плануванні, ухваленні рішень і моніторингу змін реорганізацій ЗВО. Стаття обґрунтовує необхідність переходу від декларативної участі студентів до їхнього партнерства в управлінні трансформаціями вищої освіти. Запропоновані висновки можуть бути використані для вдосконалення освітньої політики в контексті оптимізації мережі ЗВО.
