Modernization of the training system of managing personnel in the health care industry in institutions of higher education under transformation conditions
Abstract
The article focuses on the modernization of educational programs, strengthening their practical orientation, integration of innovative approaches and international experience in training healthcare managers. The purpose of the article is to substantiate organizational and methodological approaches to improving the system of training healthcare managers in higher education institutions under transformational conditions. A comprehensive approach to the formation of competencies of professional managers, leaders of the medical industry will allow building a modern, effective and patient-oriented, resource-efficient and investment-attractive healthcare system.
This article analyzes the current state of training of professional managers, heads of healthcare institutions in higher education institutions of Ukraine, characterizes key features and outlines promising areas for the development of educational programs for the formation of highly qualified specialists capable of effectively responding to the challenges of the modern healthcare system. It is proven that professional management of the healthcare industry in conditions of dynamic changes under transformational conditions requires managers to have systemic knowledge and deep competencies in the fields of management, economics, law, psychology and information technologies.
It is proposed to create a scientific and methodological association for the training of healthcare system managers on the basis of leading higher education institutions, which implement educational programs in specialties whose subject area concerns management and administration, in accordance with the detailed branch of the International Standard Classification of Education ISCED-F 2013, which provides for the acquisition of relevant special (professional) competencies in accordance with the approved Standards for the second (master’s) level of higher education, taking into account industry specifics. The main goal of the scientific and methodological association is proposed to be a comprehensive theoretical and scientific and methodological substantiation of the process of training healthcare system managers based on world experience in training, advanced training and continuous professional development of specialists of the specified category.
