Institutional partnership of Ukraine with international organizations in the sphere of health in the context of achieving the sustainable development goals-2030

Abstract

The scientific article examines the current problems of implementing Ukraine’s international partnership in the field of health care in the context of achieving the Sustainable Development Goals-2030 based on the actualization of the public administration aspect. It is emphasized that the basis of the comprehensive mechanism of public administration of the health care sector of Ukraine in achieving sectoral progress is the political document «Transforming our world: The 2030 Agenda for Sustainable Development», which was agreed upon by the leaders of almost 200 countries. Thanks to the highest-level political implementation, the concept of «sustainable development» has become a common reference point around which the world has agreed to carry out a number of transformations by 2030. The effectiveness of social transformations depends on improving the mechanisms of public management and administration. It is found that the Strategy for Sustainable Development of Ukraine-2030 defines a holistic structure of strategic and operational tasks in various areas, including in the field of health care. Their implementation is aimed at the transition to integrated economic, social and environmental development of the country. It was determined that for the medical sphere this Strategy outlines the institutional framework for its effective implementation, directions of inter-industry and inter-sectoral cooperation, as well as the main driving forces and tools for implementation. The low level of the initial state of incorporation of strategic plans of the medical sphere of Ukraine within the framework of the formation of the state pool of targeted directions of sustainable development for the period 2014-2019 was confirmed. Positive changes in this state after 2020 were noted, which is associated with the improvement of the state policy of Ukraine in the context of the European integration movement and the adoption of the Strategy for Sustainable Development of Ukraine until 2030. It was emphasized that it is impossible for Ukraine to achieve global goal No. 3 without its partnership with international organizations in the field of health care. It was determined that the main organization that acts as a partner of Ukraine in improving the institutional mechanisms of public management and administration of the health sector is the World Health Organization.
