RESULTS OF PUBLIC POLICY IMPLEMENTATION IN THE EUROPEAN INTEGRATION SPHERE IN THE CONTEXT OF THE ASSOCIATION BETWEEN THE UKRAINE AND THE EU
Abstract
Political association and economic integration of Ukraine with the European Union depends on Ukraine’s achievements in ensuring respect for common values and progress in approaching the EU in political, economic and legal spheres, as well as progress in the implementation of the Association Agreement between Ukraine, on the one hand, and The European Union, the European Atomic Energy Community and their Member States, on the other hand. The Association Agreement is a roadmap for political and economic reforms being carried out in our country in the context of Ukraine’s European integration.
According to the report on the implementation of the Association Agreement between the European Union and Ukraine for 2018, which was presented by the Government Office for Coordination of European and Euro-Atlantic Integration of Ukraine, the level of accomplishment of the tasks planned for this period was achieved by 52%. For comparison, in 2017, according to government estimates, even less was done - 41% of the desired volume. Also, according to published statistics, the so-called cumulative implementation of the Association Agreement (performance evaluation for 2014-2018), the level of this indicator is 42%.
According to the estimates of government officials and experts, the Verkhovna Rada of Ukraine, which only managed 40% of the planned volume of work for 2018, is worst performing these tasks. Other agencies, collected in the report under the general category “other public authorities”, have a higher than average result of 47%. The government of Ukraine is the best among the government institutions, as their figure is 55% of the planned volume of work on the implementation of the Association Agreement.
Thus, in the future, the quality and timeliness of implementation of the Association Agreement will confirm Ukraine’s commitment to irreversible pro-European democratic reforms and European values. reforms in Ukraine, namely: continuing law enforcement reform, fighting corruption, improving the business environment and the investment climate one adopting legislation in various important areas of public life.
