Abstract

The article summarizes the theoretical foundations of state management of competitiveness of Seaport complexes. The classification of types of port complexes as objects of public administration is carried out. A tree of goals of state management of competitiveness of seaport complexes is proposed.

The principles of organization of the state administration system of sea port complexes are defined. The main ones are the following: a systematic approach; the principle of ensuring specific advantages, the principle of socio-economic efficiency, the principle of “quality control” of the functioning of port systems, the principle of “harmonization” of interests, the principle of limiting monopolistic and other negative trends in the activities of Seaport complexes.

It was found out that the system of state management of the development of seaport complexes contains direct and indirect methods of state influence the direct main methods of state management, as a rule, include: development of plans and programs for the development of seaports at the expense of public investment; concessional lending by state organizations to projects for the development of ports; provision of state guarantees when attracting loans from domestic and foreign banks, state insurance of investments for the construction of transshipment complexes in ports; lease of state property, concession method as a form of attracting investment in the development of seaport infrastructure; investment agreement; tariff policy. Indirect methods of state management of the development of seaports include: creating a favorable investment climate in the country, ensuring economic stability, creating a clear tax system, etc. indirect methods are important.

The most important functions of government bodies and significant factors influencing the formation of the public administration system in the activities of seaport complexes are highlighted. It is proved that the demonopolization of the Ukrainian economy also affected the organization of state management of seaport complexes, many of which were privatized. However, the state, with the help of appropriate powers, implements a strategic policy to ensure their development.
