Зміна акцентів публічної політики забезпечення зайнятості в сільській місцевості України в умовах цифрових трансформацій та повоєнного відновлення
Анотація
У науковому дослідженні висвітлено сучасний стан ринку праці в сільській місцевості України, а саме: наявність високого рівня безробіття, істотної територіальної диференціації, розбалансованості між вільними робочими місцями та необхідним рівнем кваліфікації працівників тощо.
Вказано на роль розширення спектру впливу економіки знань на сільський розвиток та змінам у сільській місцевості, що спричинюються такими новітніми технологічними рішеннями, як: використання телекомунікацій, біотехнологій та мережі Інтернет.
Обґрунтовано, що поступова технологізація суспільного виробництва на основі використання інноваційних технологій сприяє створенню робочих місць нової якості, зростанню попиту на кваліфікованих фахівців-універсалів, здатних до підприємницької та управлінської діяльності.
Доведено, що проблема розвитку українських сіл криється не стільки в недостатній кількості джерел доходів, а у відсутності підприємницького духу, оптимізму, ініціативності, низькій мотивації, недостатній поінформованості сільського населення про наявні можливості та території для їх виконання, недостатній рівень кваліфікації тощо.
Окреслено пріоритетні напрями підтримки зайнятості у сільській місцевості в умовах цифрових трансформацій та повоєнного відновлення, що полягають у наступному: підтримка розвитку інфраструктурних об’єктів та нових видів діяльності на селі; створення умов для безперервного навчання та розвитку людського потенціалу села на основі розкриття інтелектуальних, творчих і підприємницьких здібностей сільських мешканців; формування інвестиційної привабливості сіл через вкладання коштів у пріоритетні види економічної діяльності, які відповідають освітньо-кваліфікаційному рівню сільського населення; створення нових робочих місць у нових альтернативних секторах сільської економіки; створення для мешканців сільської місцевості доступної системи формування цифрових компетенцій і професійної підготовки (у цифровій сфері) з одночасним розповсюдженням роботи бізнес-інкубаторів (у цифровій сфері) на сільські територіальні громади і населення сільської місцевості.
