Development and directions of application of modern technologies in public administration for ensuring the capability of territorial communities

Abstract

The proposed study provides for an analysis of key trends in determining the current tasks of developing partnerships between the non-governmental sector and local executive authorities and local self-government bodies, their role in the processes of forming and implementing public policy, which ultimately should contribute to the development of civil society, increasing the level of institutional capacity of territorial communities, and forming their resource sustainability. Accordingly, the formation of the capacity of territorial communities will occur with the formation of public institutions of these communities. The main tools of influence of civil society organizations on public policy and standardized, established formats and mechanisms of interaction of civil society organizations with state authorities at the central and local levels are analyzed. Particular attention is paid to the participation of public organizations in the implementation of direct democracy tools at the local level, which is gaining further relevance in accordance with the processes of decentralization in Ukraine. It is determined that the legitimation of the head confirms the authority and justifies the adoption of managerial decisions. The process of legitimation of the head of local public authorities should be made not only on his obligation to perform his official functions qualitatively, but also on the basis of a high level of professional competence and morality in accordance with the needs and interests of citizens by perceiving the results of his actions and taking responsibility for them.
