REFORMING THE SYSTEM OF BODIES IMPLEMENTING STATE CUSTOMS POLICY
Abstract
The article paralyzes the reform in the system of bodies implementing the state customs policy. It is established that the state customs policy and the policy in the combating offenses sphere during the application of the legislation on state customs affairs, implemented by the State Customs Service of Ukraine (the central executive body, whose activity is directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Finance) provided for the Ukraine 2020 Sustainable Development Strategy, the Program of Activities of the Cabinet of Ministers of Ukraine, approved by the Resolution of the Verkhovna Rada of Ukraine (dated April 14, 2016 No. 1099-VI II) and the medium-term plan of priority actions of the Government until 2020, the Strategy of reforming the public financial management system for 2017-2020, the Strategy of reforming the public administration of Ukraine for 2016-2020. At the same time, the implementation of public administration reform implies optimization of the organizational and functional structure; improving the administrative appeal procedure; managing information systems, technologies and monitoring against cyber threats through cyber incident response centers; staff development, integrity reforms and anti-corruption measures; transparency and controllability of the reform.
In accordance with the provisions on directions of reform in the implementation of the state customs policy, it is provided [9]: promotion of security and international trade, including simplification and harmonization of customs procedures; facilitating the efficient handling of customs payments; development of infrastructure, electronic technologies and services for international trade; protecting society, public health and environmental safety and combating the illicit movement of drugs and weapons; enhancing the effectiveness of international customs cooperation; improving the administrative appeal procedure; management of information systems and technologies; staff development, integrity reforms and anti-corruption measures; transparency and scrutiny of reform to improve the procedures and service operations processes.
