FEATURES OF HISTORICAL ASPECTS OF DEVELOPMENT OF MECHANISMS OF PUBLIC-PRIVATE PARTNERSHIP
Abstract
The article notes that, despite the successful experience in implementing public-private partnership projects in leading countries, today, there is an obvious lack of scientific theoretical and practical justification of mechanisms for cooperation between the public and private sectors. It is proved that the beginning of the formation of mechanisms of public-private partnership in Ukraine was recorded in the XIX century.
Concessions were actively developed in the process of implementing the new economic policy in Ukraine. They were based on the signing of agreements between foreign firms and the state. Concessions in the mining and metalworking industries were the most popular in the domestic industry. Enterprises in these industries, at the beginning of the XX century, provided more than 1% of industrial output and widely used concession agreements in their activities. It is noted that the public-private partnership has been actively developed on the territory of the Union of Soviet Socialist Republics. Only at the beginning of the twentieth century, the cooperation of state and local public authorities with private business began to develop actively. The infusion of foreign funds into production and infrastructure during this period played a significant role in the economic development of the Union of Soviet Socialist Republics.
It was analyzed that the predominant industries for signing the concession agreement were: processing industry, trade, agriculture. In some economic sectors, the concession industry provided a significant share of production.
In Ukraine, the most common form of public-private partnership is public-private enterprise. A large number of state-owned enterprises were on the verge of bankruptcy during the collapse of the Soviet Union. One way out of this situation was to set up joint ventures and conduct large-scale privatization.
