PRACTICAL APPLICATION OF THE MEDIATION MECHANISM IN THE PROCESS OF STATE REGULATION OF THE RENEWABLE ENERGY INDUSTRY
Abstract
Renewable energy sources are one of the tools for decarbonising national and global economies. The “green” energy transition involves the intensive development of renewable energy sources.
The use of renewable energy sources and the formation of the relevant industry in Ukraine began not so long ago, which necessitates its state support. The single introduction and use of renewable energy facilities is currently moving to the level of sectoral integration of renewable energy into the fuel and energy complex. State regulation of renewable energy development involves the use of incentive support tools, the main of which are “green” tariffs. However, the untimely change in the model of support for the renewable energy sector has led to the rapid development of “green” generation and created a significant burden on the new electricity market. And this, in turn, caused a number of problematic issues, the timely solution of which depends on the competitiveness of “green” energy and maintaining the investment attractiveness of Ukraine. This situation actualizes the processes of establishing effective communications that would allow to find a result that all parties to the interaction consider fair for themselves.
The results of consideration of the practical application of the mediation mechanism in the process of state regulation of the renewable energy sector in order to maintain the course of “green” energy transition allow us to draw the following conclusions: due to lack of market pricing mechanisms, therefore, it requires timely changes in the conditions of rapid development of electricity generation from renewable sources, and the planning and implementation of such changes should be carried out using a mediation mechanism; it is urgent to develop an effective mechanism that will ensure the introduction of competitive conditions to support the production of electricity from renewable sources - a system of auctions for the distribution of support quotas; practical sectoral use of the mediation mechanism indicates the institutional maturity of society.
