Further Administrative Decentralization in the Sphere of Civil Protection
Abstract
Power decentralization in Ukraine, or delegation of the most of the authority in social and economic sphere from the centre to the regions with the relevant redistribution of financial resources, holds a prominent place in the development and creation of a modern system of European type public administration, in particular, its security part, including in the field of prevention of emergencies, response to them. Administrative decentralization in the sphere of civil protection is very important, because it promotes the implementation of the citizens’ constitutional right to protection of life, health and property, transferring of functions, which can be more effectively performed at the local level, to the of territorial community level.
The issue of the state administration in the sphere of civil protection in the context of local government reforming and power decentralization were studied in academic works and articles by S. Andrieiev, O. Babadzhanova, V. Badrak, O. Barylo, A. Bashtanyk, O. Bykov, M. Bolotskykh, P. Volianskyi, V. Domanskyi, L. Zhukova, M. Koziar, V. Kostenko, I. Krynychna, V. Mykhailov, A. Rohulia, V. Sadkovyi, A. Terentieva, O. Trush, F. Fluri, T. Yashchenko and others.
The article objective is the research of issues of state administration decentralisation in the sphere of civil protection, civil protection organization in unified territorial communities, creation of the required regulatory and legal framework, extension of the best European experience.
Civil protection has the special place in the state administrative system, since the complex solution of its targets at the territorial community level guarantees creation of the safe environment in it, stable social and economic development and growth in prosperity of its population.
The Code of Civil Defense of Ukraine determines the powers of the state governmental authorities, local government authorities, rights and obligations of communities, enterprises, institutions and organizations regardless their ownership form.
It is important to implement the system of civil protection in unified territorial communities by entrusting to the local governmental authorities the powers for ensuring of fire safety of settlements and territories and fire prevention; organization of fire extinction in rural areas (more than 40% of all fires occur there); a significant expansion of the network of local fire-fighting crews and the attracting of volunteers to provide fire protection; creation of the Community Safety Centres, where fire emergency response unit, police officer station and medical aid station shall be situated.
State administrative decentralization in the sphere of civil protection encourages the significant increase of population life safety level, guarantee of citizen’s safety. In the meantime, its further developing requires taking of additional organizational and practical measures to solve the available problematic issues in this area.
