Stages of Electronic Governance Development: Essence and Terminology
Abstract
The article analyzes the main approaches to the de nition of the stages of development of e-governance, their formulations, essence, identi cation criteria and measurement possibilities,
as well as the rationale for their application. It is proved that these approaches are based on verbal ideas about the genesis of e-governance development, which are formed in the absence
of a uni ed commonly accepted approach to the identi cation of stages of the transformational model of e-governance development, clear criteria for their identi cation and indicators (indicators)
of measurement, and which instead of the concept of “e-government”. It is proposed to apply such concepts as “digital government”, “digital governance”, “digital governance”, etc. The lack
of clear quantitative and qualitative indicators for assessing individual stages of the development of e-governance, the system of criteria for their identi cation, the fragmentation of proposals for
changes in the terminology of electronic governance, necessitates further research in this area, as well as actualizes the expediency of using the de nition of the existing concept of e-governance
proposed by the United Nations. It is proposed to de ne the separate stages of the development of e-governance systemically, taking into account fundamental and interdependent changes of both
digital (digital technologies) and “analogue” (politics, legislation, organizational system, readiness of the population and public servants) components of e-government. At all stages of the development
of the European Union, its main principles, goals and strategic objectives, as well as its theoretical basis, based, rst of all, on one of the modern theories of public administration “Good Governangce” remain unchanged. Achievement of these goals is possible either through the evolutionary or transformational development of the EU, where the latter implies the integrated application and
convergence of ICTs, their systematic and logical combination with modern principles, methods, approaches and objectives of public administration, changes in the organizational structure, functions
and tasks of government, forms, methods and tools for engaging with citizens and business.
