CONCEPTUAL BASES OF INTRODUCTION OF THE COMPLEX MECHANISM OF PUBLIC MANAGEMENT OF DEVELOPMENT OF NON-STATE SECTOR OF PUBLIC HEALTH CARE IN UKRAINE
Abstract
In this research the subject of the study are the mechanisms of public administration of the private sector of public health development in the context of medical reform in Ukraine. Therefore, the purpose of public administration in this context is, first, to create conditions to ensure the effective functioning of both the private sector and the public health system as a whole (to take into account the interests of patients first, and then public and private institutions) and, secondly, guaranteeing the observance of the constitutional rights of citizens to health care, medical assistance and medical insurance. Achieving this goal is achieved through a number of mechanisms, which can be divided into the following types: legal, institutional, organizational, economic, administrative and political.
A comprehensive mechanism of public administration of the non-governmental public health sector is a set of tools and methods used by public administration bodies aimed at achieving priority goals in the field of public health, based on the principles of objectivity, scientific substantiation, integrity, coherence and clear coordination of actions. A coherent, multi-level approach to the development, implementation and evaluation of public health policy is a prerequisite for ensuring a sufficient level of coherence, scale and intensity of action to address the problem of the social health gradient.
The proposed comprehensive mechanism allows to adequately reflect the effectiveness of public administration of the development of the private public health sector, as well as creates additional opportunities to reconcile the interests of entities and objects of the medical services market. Its use in the future will help solve key problems inherent in the modern field of public health as:
– lack of incentives for medical institutions and medical staff to save costs and improve the quality of medical services;
– a narrow range of medical services on the market;
– low level of consolidation of citizens efforts and medical institutions to preserve the health of the population;
– lack of incentives for investors to invest in public health;
– low saturation of medical services by qualified managers.
