REGIONAL ASPECTS OF GOVERNMENT REGULATION OF HOUSING AND COMMUNAL ENTERPRISE DEVELOPMENT
Abstract
The article deals with regional aspects of state regulation of housing and communal services development. It is determined that housing and communal services is one of the main branches of the economy which directly affects the quality of human life. In conditions of decentralization housing and communal services are one of the most important components of the image of regional authorities. The quality of the provision of housing and communal services to the population and the creation of the necessary conditions for the development of this sphere depends on the activities of the state regional authorities. The author notes that the first step of financial improvement of the sphere of housing and communal services should be the development of an effective financial and economic model of communal enterprises which will be based on an economically justified system for determining tariffs and targeting social protection of the population, reducing irrational costs through economic motivation, ensuring the necessary level of payment for services by consumers, creating favorable conditions for attracting private sector and investments. It is substantiated that, when creating conditions for the development of housing and communal services in the regions, the key goal is to de-monopolize the maintenance of the housing stock and the formation of a competitive market for the provision of services. For the development of the competitive sector in the housing and communal services market, it is necessary to take certain measures. The solution of these tasks depends on the state regulation of housing and communal services development and the competence of regional and local authorities.
