Improvement of the public administration mechanism for digitalization of transport infrastructure in Ukraine

Abstract

 

The article substantiates the directions for improving the state management of the transport infrastructure of Ukraine based on digitalization in the conditions of martial law. The initial logic of the study is the consideration of international transport corridors as an economic, geopolitical, infrastructural and technological resource, which acquires particular importance in the conditions of the armed aggression of the Russian Federation against Ukraine, the reorientation of Eurasian logistics flows and the strengthening of European integration processes. It is proved that the digitalization of transport infrastructure should be considered not as an auxiliary tool for automation, but as an organizational and managerial mechanism for ensuring the stability of transport corridors, the transparency of logistics processes, the security of critical infrastructure and the coordination of the state's actions with logistics enterprises. It is shown that state administration bodies responsible for transport and infrastructure policy, the Ministry of Digital Transformation of Ukraine, customs, border, military, local authorities and logistics enterprises often operate in different information circuits. This complicates operational planning of transportation, routing of cargo, response to infrastructure damage, exchange of data on throughput capacity, electronic document processing and determination of transportation priorities in crisis conditions. Proposals are substantiated to improve the state management of the transport infrastructure of Ukraine under martial law, which requires a transition from a fragmented administrative model to an integrated digital mechanism that ensures rapid data exchange, electronic procedures, analytical support for decisions, secure routing and service interaction with logistics enterprises. The digitalization of transport infrastructure should be aimed not only at automating document flow, but also at transforming public administration. Its essence lies in creating a single digital circuit within which the transport and infrastructure block of state administration, the Ministry of Digital Transformation of Ukraine, customs, border, military and local authorities, infrastructure operators and logistics enterprises operate on the basis of common data standards, agreed procedures and secure interaction channels. For Ukraine under martial law, such a transformation is of particular importance, since the transport system simultaneously provides economic, humanitarian, defense and integration functions. On the one hand, logistics companies need quick information about the availability of routes, queues, regulatory requirements, electronic permits, multimodal transportation capabilities and checkpoint schedules. On the other hand, the state needs aggregated data on cargo flows, market needs, overload risks, corridor efficiency and potential threats to critical infrastructure. The article proposes a mechanism for improving public management of the digitalization of Ukraine's transport infrastructure, which includes five interconnected blocks: institutional and coordination, platform, regulatory and procedural, analytical and security and partner and service. Its implementation will allow reducing bureaucratic barriers, reducing downtime, improving the quality of management decisions, strengthening control over critical infrastructure, improving interaction with the logistics business, and ensuring the adaptability of the transport system to military risks.
