Роль лідерства у процесі прийняття управлінських рішень у публічному управлінні та формуванні державної політики
Анотація
Проаналізовано роль лідерства у процесі прийняття управлінських рішень у публічному управлінні та формуванні державної політики. Підкреслено, що ефективність роботи колективу залежить від рівня довіри, що панує у ньому, а також від вміння лідера мотивувати та надихати на плідну роботу. Наведено авторське бачення змісту поняття «лідерство» у такому формулюванні: процес, за якого певна особа (лідер) домінує в колективі, веде його за собою з метою досягнення спільної мети. Охарактеризовано лідерство як складний феномен з широким спектром аспектів, які роблять його дотичним до публічного управління в цілому, а також до окремих його елементів таких, як психологія та політика. Підкреслена важливість врахування психологічних лідерських якостей при реалізації компетентними особами поставлених перед державою завдань. Аналізуючи перспективи розвитку лідерства у публічному управлінні, запропоновано першочергово привернути увагу до таких заходів: по-перше, зростання важливості диджиталізації публічного управління; по-друге, створення засад для активної участі громадян у процесі прийняття управлінських рішень та формуванні державної політики; по-третє, забезпечення можливості інтеграції інноваційних підходів.
За результатами проведеного дослідження зроблено висновок, що сьогодні лідери у публічному управлінні мають володіти не лише традиційними управлінськими навичками, але й навичками проєктного управління, міжособистісної комунікації та адаптивності
