The role of leadership in the process of decision-making in public administration and the formation of state policy
Abstract
This paper analyzes the role of leadership in the decision-making process in public administration and the formation of state policy. It emphasizes that the effectiveness of a team’s work depends on the level of trust within it, as well as the leader's ability to motivate and inspire productive work. The author's perspective on the concept of "leadership" is defined as a process in which a certain person (the leader) dominates in the group, guiding it towards achieving a common goal. Leadership is characterized as a complex phenomenon with a broad spectrum of aspects that make it relevant not only to public administration as a whole but also to its specific elements such as psychology and politics. The importance of considering psychological leadership qualities when competent individuals tackle the tasks set before the state is highlighted. In analyzing the prospects for the development of leadership in public administration, it is suggested that priority attention be given to the following measures: firstly, the increasing importance of digitalization in public administration; secondly, the establishment of bases for active citizen participation in the decision-making process and the formation of state policy; and thirdly, ensuring the possibility of integrating innovative approaches. The findings of the research conclude that today, leaders in public administration must possess not only traditional management skills but also project management skills, interpersonal communication, and adaptability.
