Співробітництво територіальних громад як інструмент регіонального розвитку в контексті багаторівневого врядування на субнаціональному рівні
Анотація
У статті зроблено намагання обґрунтування сутності та особливостей співробітництва територіальних громад, як механізму реалізації концепції багаторівневого врядування на субнаціональному рівні, визначення методичних підходів щодо застосування відповідних інструментів та практичних аспектів державної політики регіонального розвитку в Україні на основі аналізу нормативно-правових засад та публікацій українських науковців.
Щодо основних практичних аспектів організації співробітництва між територіальними громадами, які характерні для процесів оптимізації використання як внутрішніх ресурсів на основі спільного використання, так і залучення зовнішніх, варто відзначити такі можливості, як: зниження інвестиційних витрат з урахуванням спільного використання коштів; забезпечення переваг завдяки спільному використанню матеріальних і технічних ресурсів, економії коштів за рахунок спільних закупівель та збільшення обсягів; посилення позицій для залучення зовнішніх ресурсів, таких як: гранти, субсидії, позики; оптимізація інших процесів, як то: логістичні переваги завдяки плануванню спільних транспортних маршрутів; залучення спеціалізованого висококваліфікованого персоналу для вирішення специфічних галузевих проблем; налагодження виробничих процесів для забезпечення місцевих потреб; підвищення якості існуючих послуг для населення та розширення їх спектру, у тому числі завдяки спільному використанню електронних сервісів та цифрових рішень.
