Аn innovative model of public administration mechanisms in the field of urban development under the conditions of post-war reconstruction in Ukraine

Abstract

The article examines the theoretical and practical foundations for the formation of an innovative model of public administration mechanisms in the field of urban development under the conditions of Ukraine’s post-war reconstruction. It is substantiated that large-scale destruction of residential, social, transport, and engineering infrastructure caused by the full-scale war necessitates a reconsideration of traditional approaches to public administration of urban development processes. It is determined that post-war reconstruction should be viewed not only as a process of restoring damaged facilities but also as a strategic transformation of territorial spatial development based on the principles of sustainability, digitalization, transparency, innovation, and a human-centered approach.

The study analyzes contemporary scientific approaches to defining the content and structure of public administration mechanisms in the field of urban development. It is established that current research is mainly focused on smart cities, digital governance, spatial planning, sustainable urban development, and certain aspects of post-war recovery; however, a comprehensive model of interaction between public administration mechanisms in the urban development sector under Ukraine’s reconstruction conditions remains insufficiently developed. An innovative model of public administration mechanisms in the field of urban development is proposed, based on the interconnected functioning of strategic, regulatory and legal, organizational and institutional, digital, financial and economic, and public participation mechanisms.

It is substantiated that the strategic mechanism determines the general directions and priorities of territorial development; the regulatory and legal mechanism ensures the formation of legal conditions for implementing urban development policy; the organizational and institutional mechanism is responsible for coordinating the activities of governance actors; the digital mechanism ensures the use of modern information technologies; the financial and economic mechanism provides the resource foundation for reconstruction; and the public participation mechanism guarantees openness and the involvement of citizens in decision-making processes. It is proven that the effectiveness of the proposed model is determined not by the isolated functioning of its components, but by their systemic interaction, which ensures consistency of management decisions, transparency in resource utilization, strengthening of institutional capacity of public authorities, and the formation of a modern spatial environment. Particular attention is paid to the role of digital transformation in the urban development sector as a tool for improving the efficiency of public administration through the use of electronic registers, geographic information systems, open data, and building information modeling technologies.

It is substantiated that the implementation of an innovative model of public administration mechanisms in the field of urban development will contribute to Ukraine’s transition from fragmented restoration of individual facilities to comprehensive territorial reconstruction aimed at creating safe, resilient, inclusive, and competitive cities. It is determined that further scientific research should focus on developing practical tools for implementing this model, improving the regulatory and legal framework, and establishing an effective coordination system among participants in Ukraine’s post-war reconstruction.
