Public Administration Mechanism for the Integration of Military and Civilian Security Expertise: The National Resilience System
Abstract
The article presents a conceptual and diagnostic study of public administration mechanisms for integrating military and civilian security expertise in Ukraine through the function of the national resilience system (NRS), introduced by Decree of the President of Ukraine No. 479 of 27 September 2021. The theoretical-methodological approaches of the Ukrainian school of public administration of national security (V. Horbulin, A. Kachynskyi, H. Sytnyk, V. Smolianiuk, O. Reznikova), recent analytical work of the National Institute for Strategic Studies of 2022–2026, and international research of the Royal United Services Institute and the Swedish Defence Research Agency of 2024–2026 are systematised. A critical reading of the six basic elements of national resilience defined by Concept 479/2021 is performed. The institutional subjects of the military and civilian contours of security expertise are systematised. The normative design of the NRS is juxtaposed with the actual practice of its functioning during the full-scale armed aggression of the Russian Federation. It is established that the NRS de facto performs the role of a platform for integrating military and civilian security expertise, while the category of "security expertise" as a distinct public-administration function is not yet established in Ukrainian normative or doctrinal texts. It is substantiated that the 2024–2025 documents – Law No. 3858-IX, Presidential Decree No. 16/2025 and Cabinet of Ministers Order No. 853-r – set the legal framework within which this category may acquire normative status in the cycle of 2026–2030. Three levels of further research are proposed: conceptual, procedural and product-related. It is shown that the absence of a common expert language between the military and civilian contours slows the state’s response to threats of combined nature.
