Digital public administration of Ukraine: artificial intelligence and global trends

Abstract

The article substantiates the need for in-depth research into the digitalization of public administration in the context of European integration and the development of effective mechanisms for the development of digital tools and technologies. The purpose of the article is to determine the priorities of digital transformations in public administration in Ukraine and develop recommendations for their implementation both at the state level and at the level of public authorities for further European integration. The methodological and information base is the reports of the Organization for Economic Cooperation and Development, the World Bank, the United Nations and specialized research centers. According to the updated methodologies of leading international institutions, which take into account the availability of online services, deep data integration, ethical use of technologies, and infrastructure sustainability, an analysis of the E-Government Development Index by region and the GovTech Maturity Index were conducted with the identification of key success factors for the development and implementation of digital technologies in public administration processes. Also, according to the analysis of the Organization for Economic Cooperation and Development the features and opportunities for the development of artificial intelligence in public administration were identified (productivity, responsiveness, accountability). Critical structural problems of transformation processes were summarized (dependence on external contractors, outdated systems, shortage of technical personnel). Achievements and priorities of the digitalization of public administration in Ukraine for 2022-2025 were identified (European Digital Identity Wallet, Single Digital Gateway, cybersecurity). It was proven that the digitalization of the work of public authorities has entered a phase of maturity, where the main values have become technology, sustainability, inclusiveness and trust. Directions for further development of digitalization in public authorities were developed: development of digital public infrastructure, ethical and productive AI, sustainability as a standard, overcoming the digital divide, investments in human capital. The conclusions indicate the need to implement the proposed recommendations, which is due to the implementation of the European integration agreement and global trends in sustainable digital development.
