Directions and opportunities of engaging civil society in supporting educational reforms in the conditions of martial state in Ukraine

Abstract

The article examines the key directions and practical opportunities for engaging civil society in supporting education reforms under martial law in Ukraine, treating civic participation not as an auxiliary element but as an integral component of public education policy. Based on an interdisciplinary approach that combines administrative, education and human rights law, participatory governance studies, security frameworks and digital transformation perspectives, the paper provides an extended investigative and analytical narrative with empirical cases, comparative illustrations and policy-focused conclusions. It demonstrates how the full-scale war has reshaped the role of non-governmental organizations, parent and professional communities, local businesses and donors, shifting from fragmented charitable support towards more institutionalized co-governance formats that cover safe learning environments and shelters, digital inclusion, monitoring of transparent procurement, support for academic autonomy and involvement in decision-making processes. The article proposes a structured matrix of engagement (normative, institutional, financial, digital, social and security dimensions) and identifies tools for embedding these practices into public governance, including participation in rule-making, advisory bodies, co-financing mechanisms, public–private and community–private partnerships, digital feedback platforms and independent civic monitoring. It argues that coherent coordination of these directions enhances the effectiveness and accountability of education reforms, strengthens institutional trust and promotes educational justice, particularly for children and adults affected by the war.
