Convergence of scientific and methodological approaches to evaluation success of social reforms
Abstract
It is emphasized that in order to ensure the success of reforms of social reforms (political, legal, economic and social) in Ukraine, it is very important to ensure their adequate assessment, especially in conditions of existential challenges. It is noted that the theoretical basis for the development of methods for assessing the success of social reforms should be based on a special theory of reforms, substantiated within the neoclassical synthesis. It shows which factors have a positive impact on the results of reforms, and which are negative, for example, corruption.
The criteria for the success of social reforms have been established, among which the main ones are singled out - effectiveness and efficiency. The indicators necessary for quantitative evaluation of the success of social reforms, in particular performance indicators and performance indicators, have been determined. It is noted that for the period until 2027, one of the most important will be the indicators of the Ukraine Facility Plan, used by the European Commission to assess the effectiveness of social reforms in Ukraine within the framework of its financial support program. The strengths and weaknesses of various methods for assessing the success of social reforms have been identified. It has been determined that the most widely used are methods of expert assessments, as well as sociological methods, although they have a subjective character. The results of their application by such domestic analytical centers as the International Center for Policy Studies, the Razumkov Center and the Ilko Kucheriv Democratic Initiatives Foundation are analyzed. It is shown that specialists of the Ukrainian analytical platform "Vox Ukraine," as well as specialists from the EU (the European Commission, the European Foundation for Quality Management, the European Institute of Public Administration, etc.) prefer the index method and methods that are widely used in strategic management. It is noted that for the development of a unified methodology for assessing the success of social reforms, it is important to combine all methodological approaches on the basis of a special configurator. It is determined that its components should be the stages of each reform, processes at each stage, tasks for evaluating processes according to the main criteria, as well as indicators and methods of evaluation. It is noted that each specific reform may also have a special methodology for assessing its success.
