Resilience of the healthcare system of Ukraine under conditions of war: institutional and managerial aspects (based on the results of an expert study).

Abstract

The article presents a comprehensive interdisciplinary analysis of the resilience of healthcare institutions in Ukraine under wartime conditions, considering it as a strategic component of national security and the public health system. The object of the study is the key dimensions of healthcare institutions’ resilience, including material and technical capacity, energy stability, financial sustainability, human resources, and psychological resilience, as well as the level of satisfaction with cooperation with public administration bodies.

            The current state of healthcare facilities is analyzed in the context of the implementation of state policy in the healthcare sector amid armed aggression, highlighting significant challenges caused by military actions and the need for managerial transformation. The methodological basis of the study combines public administration theory, crisis management, sociological analysis, and legal regulation. Content analysis of scientific sources and the results of a sociological survey of healthcare facility managers were applied.

            The article presents calculated resilience indices for such indicators as the availability of medical equipment, stability of power supply, financial capacity of institutions, human resource potential, level of professional burnout among staff, and the level of support from public authorities. It has been established that the highest indices relate to the material and technical capacity of healthcare institutions, whereas energy and financial stability show below-average values.

            The study concludes that there is an urgent need to develop a comprehensive state policy and legal framework aimed at enhancing the resilience of healthcare institutions under crisis conditions. The authors emphasize that the resilience of healthcare facilities is not only a matter of medical provision but also a strategic category of national security, requiring integrated management approaches at all levels of government. The obtained results may serve as a basis for further scientific research and the development of strategic documents in the field of healthcare in Ukraine.
