Language security as a component of ukraine's national security.

Abstract

The article focuses on identifying the essence of the concept of «national security», traces the evolution of the development of the basic principles of this concept. It is stated that at the initial stage, the concept of national security was understood in the context of the balance of power between states, where military potential acquired priority importance. At the stage of emergence of the concept of collective security, the understanding of the essence of national security changes. Security is no longer exclusively national. The concept of security began to be analyzed in regional, international, and global dimensions. In the second half of the twentieth century. The concept of «human security» is gaining popularity. The issues of democratic rights and freedoms of the individual have become relevant.

The purpose of the article is to conceptualize the linguistic security of Ukraine as a component of the national security of Ukraine.

The focus is on the risks associated with the expansion of the national security sphere in the political space. They consist in the fact that political actors may define a certain (vitally unimportant) problem as an existential threat. Accordingly, giving such a problem the status of a threat can legitimize excessive intervention by authorities in a certain area. The key provisions of the document «Johannesburg Principles» are considered, which indicate the inexpediency of justifying (by the authorities) violations of fundamental democratic rights and freedoms of the individual by protecting national security.

It is noted that language policy in the Ukrainian political and legal discourse occupies a significant place in the system of state priorities. It is stated that since 2014 the Russian Federation has been using the «language issue» in the war against Ukraine.

Language security is one of the important components of the national security of Ukraine. Language security of Ukraine acts as a connecting link between the national security policy and the language policy of the state. The basic features of language security are identified at three interrelated levels: 1) individual interests; 2) public interests; 3) state interests.

It is noted that, given Russia's war against Ukraine, linguistic security should acquire the status of a legal concept in the Ukrainian regulatory and legal field.
